The three essential cards every PSV and HGV driver must carry

Driving licence, Driver CPC card and tachograph card — these three documents are the backbone of professional driver compliance. Here is why each matters and how to keep them current across your fleet.

By Andre Renner, Transport Management Consultant

With over 20 years in transport management, I have seen how crucial it is for operators to stay on top of compliance in the ever-evolving world of PSV and HGV operations. Ensuring drivers carry the right documentation — driving licence, Driver CPC card and tachograph card — is not just a legal obligation, but a fundamental part of running a safe and efficient fleet. At Fleet Transport Consultants we offer a bulk check service across all three cards, giving operators a clear, actionable overview of every driver's compliance status.

The three cards at a glance

  • Driving licence — confirms entitlement, medical fitness and endorsements
  • Driver CPC card — proves 35 hours of periodic training every five years
  • Tachograph card — records driving hours, breaks and rest periods
  • Our RAG dashboard flags every driver Red, Amber or Green at a glance

1. The driving licence

The driving licence is the cornerstone of a driver's legal ability to operate their vehicle, especially for large or specialist vehicles like PSVs and HGVs. As well as confirming the appropriate category (Category D for PSV, Category C for HGV), it indicates the driver's medical fitness and any endorsements. The UK licence number itself encodes useful information — the first five characters are drawn from the surname, the next six encode date of birth and gender (with 50 added to the month for female drivers), and the remaining characters cover initials and unique identifiers. Operators must regularly check that the licence is valid, carries the correct categories and reflects the driver's current medical status. Our bulk check service reviews every licence systematically and presents each driver as Red, Amber or Green (RAG) on a dedicated dashboard, so issues surface promptly. For more on reading entitlement, see our guide to the back of a UK driving licence.

2. The Driver CPC card

The Driver CPC card is a legal requirement for all professional PSV and HGV drivers, demonstrating they have completed the training needed to drive safely and efficiently. Every five years drivers must undergo 35 hours of periodic training to maintain the qualification. We strongly recommend spreading this out by attending at least one mandatory seven-hour session each year — this keeps progress steady and drivers continuously up to date on safety and regulatory changes. We also advise operators to support drivers with paid time off and funded training, and to take an active role in selecting modules so the content addresses real skills gaps and operational needs. Our service tracks when CPC cards are due for renewal, flagging drivers nearing expiry in Amber and those expired or at immediate risk in Red. Recent changes are covered in our guide to the new Driver CPC.

3. The tachograph card

The tachograph card is essential for recording drivers' hours, rest periods and breaks in line with drivers' hours rules. This data helps ensure drivers are not working excessive hours, which can cause fatigue — a major safety risk. With our tachograph card check service, operators can download, store and analyse the data, and the dashboard categorises drivers by their compliance with working hours and breaks. The RAG system makes prioritising action simple: Green means all is in order, Amber indicates approaching issues such as upcoming rest-period violations, and Red highlights urgent breaches that require immediate attention. To understand the rules behind the card, see our guide to tachographs and tachograph rules.

The importance of operator vigilance

While drivers are responsible for carrying and maintaining these documents, operators have a legal obligation to ensure compliance under the terms of their Operator Licence. Failing to do so can result in heavy fines, reputational damage and even suspension of the licence. That is why regular, systematic checks of licences, CPC cards and tachograph data are vital — the consequences of overlooking compliance range from regulatory action to fleet disruption.

How our dashboard and RAG system bring peace of mind

Our user-friendly dashboard puts every driver's information in one place: real-time updates on each driver's licence, CPC and tachograph status; easy-to-read RAG colour coding; and proactive automated alerts when documents need attention.
