Transport Manager CPC (TMCPC) training

The Transport Manager Certificate of Professional Competence is the qualification at the heart of every standard Operator Licence. Our courses get you exam-ready and equip you to run a compliant operation.

The Transport Manager Certificate of Professional Competence (TM CPC) is the recognised qualification for anyone responsible for the day-to-day management of vehicles on a standard Operator Licence. Whether you are pursuing a career in transport management or need a nominated transport manager for your own Operator Licence, the TM CPC is the foundation. Our HGV transport compliance consultancy supports operators throughout England and Scotland with business review, training and development.

Why the TM CPC matters

  • It is a legal requirement to name a CPC-qualified transport manager on a standard Operator Licence
  • The qualification covers both Road Haulage (HGV) and Passenger Transport (PSV)
  • It demonstrates the professional competence Traffic Commissioners expect
  • It equips you to keep vehicles roadworthy, drivers legal and records in order

What is the Transport Manager CPC?

The TM CPC proves you have the professional competence to be the named transport manager on a standard national or international Operator Licence. The role carries genuine legal responsibility: the transport manager must exercise continuous and effective management of the transport activities, ensuring vehicles are properly maintained, drivers comply with the rules, and the operator meets every undertaking on its licence. There are separate qualifications for Road Haulage (goods) and Passenger Transport (passenger), reflecting the distinct demands of HGV and PSV operations.

What the course covers

Our training prepares you for the qualification and for the realities of the role. Core topics include:

Anyone considering the TM CPC may find it helpful to start with our Operator Licence Awareness Training, which builds the foundational knowledge the qualification develops further.

The assessment

The TM CPC is assessed in two parts: a multiple-choice examination testing knowledge across the syllabus, and a case-study examination requiring you to apply that knowledge to a realistic operational scenario. Both parts must be passed to gain the certificate. Our training is exam-focused and practical, and you can sharpen your technique with our free TM multiple-choice mock exam.

Maintaining your professional competence

Qualifying is the beginning, not the end. Regulations, technology and best practice evolve constantly — from changes to drivers' hours to new maintenance guidance — so transport managers are expected to keep their knowledge current. Continuing professional development keeps you effective in the role and confident if your operation is ever scrutinised at a Public Inquiry. We offer refresher and update training alongside the core qualification.

Do you need a qualified transport manager?

If you hold a standard Operator Licence but do not have a CPC-qualified transport manager in place, you have options. We can train your own staff to the qualification, or you can engage one of our external transport managers to provide professional oversight. To discuss the right route for your business — training, an external TM, or both — tell us what you need or get in touch.

FAQs

Frequently asked questions

What is the Transport Manager CPC?+
It is the Certificate of Professional Competence that proves you have the knowledge to act as the named transport manager on a standard Operator Licence, with separate qualifications for HGV (goods) and PSV (passenger) operations.
Do I legally need a TM CPC?+
A standard national or international Operator Licence must have a named, CPC-qualified transport manager exercising continuous and effective management of the operation. Restricted licences do not require one, but the competence is still valuable.
How is the qualification assessed?+
It is assessed in two parts: a multiple-choice examination covering the syllabus and a case-study examination applying that knowledge to a realistic scenario. Both must be passed to gain the certificate.
Do you cover both HGV and PSV?+
Yes. We support operators with both Road Haulage (HGV) and Passenger Transport (PSV) requirements. The qualifications are separate, so let us know which applies to your operation.
What if I need a transport manager but don't want to train in-house?+
We can provide a CPC-qualified external transport manager to oversee your operation, or train your own staff to the qualification — whichever suits your business best. Contact us to discuss the options.
